I believe a simple change in posting new messages may be helpful to newbies (new notaries and those new to Notary Rotary), so that they do not feel "bashed" or gained up on. I sent this to the forum admin. in hopes that my suggestion will be taken in some form.

Suggestion: When someone clicks on the "New Msg" button, the only thing they should see on the screen is the box with the "Important Notice" with the orange search button and a "continue" button under the *Important Notice*. The orange search button would give everyone an opportunity to search the topic before posting. However, some posts are not necessarily questions. Some want to share an experience so they'll bypass the orange search button and hit the "continue" button which would take them to the screen to actually post the message. If the forum were set up that way, newbies could not help but see the *Important Notice* first and understand that they could (and should) do their due diligence before asking a question.

GNW - Notarial Cert w/o a Doc

Had a request to notarize a doc going to another country. Met with elderly signer and the adult child (who made the arrangements). They showed me the all-purpose notary cert from two previous year's notarizations, completed by the same notary. We greet each other, sit down, and I open my vaultz case. Client takes out a folder with various papers, a passport and certificates. Here's how the conversation went:

Me: Let's see what we have here....where's the paperwork?

Adult Child: There isn't any. The previous notary just gave us this <acknowledgment>.

Me: What did your parent sign?

A.C.: Nothing

Me (wide eyed): What do you mean "nothing?" Your parent signed a paper and the notary then wrote this acknowledgment.

A.C.: No....they just gave us this and we mailed it to <country> and they accepted it.

Me: You mean to tell me you have no papework of any kind that your parent signed, and the notary just wrote this up, signed and stamped it and gave it to you?

A.C.: Yes

Me: <Internal chuckle>: Okay, let me explain what notarizing means...<explanation given>. I cannot just sign and stamp a certificate. Additionally, let me read to you what the acknowledgment certificate says, thus the notary is declaring......<".......whose name is subscribed to the within instrument.......their signature on the instrument.....".

Me: <looking at person> If there's no instrument, meaning paperwork, how can they sign their name? How can I, as the notary, sign and stamp the certificate if there's no paperwork that was signed by the person appearing before me, as the acknowledgment certificate states?

A.C.: Ok, I understand now. But the other notary just gave us this and the country has been accepting it. So now what do we do?

Me: You can write a statement (for your parent) in regards to what the receiving country wants. Just write that in your own words, your parent signs it and I notarize their signature to the statement. Then the notarization is compliant per CA notary law.

A.C.: Okay.

Elderly parent signed their name to the statement written by adult child and I completed an acknowledgment.
Geez!! I had to explain that just because the country accepted the document doesn't mean the notarization was compliant. In fact, the certificate, while completed correctly by the other notary was useless because it was not attached to a signed document. I know that SSs/TCs ask for a loose notarial cert but I've never had a case in GNW where the notary completed a notarial cert without a doc to attach it to. That one truly was a first, and believe me, I've seen a lot of strange things (and people) in GNW-land!!










 
 
Important Info Regarding 911

I was a 911 emergency dispatcher. 911 is one of two ways to report an emergency and get help from police, fire or medics. The non-emergency dispatch phone number will take emergency calls. Let me explain how it works. The police dispatcher sits at a CAD (computer aided dispatch) center. The computer monitor is divided into three sections: On the left are incoming 911 calls, in the middle are lines for inter-department calls (i.e. records, detective's desk, forensics, etc.); the right side are lines for receiving citizen's calls - the non-emergency calls.

When you call 911, one of several lines on the left side of the screen lights up. When you call the non-emergency number to dispatch, one of the lines on the right of the screen light up. The dispatcher sitting at that computer just moves the mouse until the arrow goes on the line lighting up and answers the call. 911 and the non-emergency dispatch number go to the same place. The ONLY difference is when you call 911, your phone number and address appears. If you call the non-emergency dispatch number, your phone number and address do not appear - though that could have changed since I was a dispatcher.

All you need to do for an emergency for someone in a different city/area is google "City, State Police Dispatch Phone Number". My mom lives in Norfolk, VA......I googled "Norfolk, VA police dispatch phone number" got the official PD website....clicked on that and saw the non-emergency dispatch number on the right. Both 911 and non-emergency number go to the police dispatcher who takes the emergency call.

A couple of years ago, we are doing some backyard demolition and hit a gasline. I called 911 and was switched to the fire department. The FD dispatcher quoted my address back but it was incorrect....it was my previous residence - we kept the same phone number when we moved. I gave him the correct address and he told me to contact the phone company to correct it which I did. A few months later, I wanted to make sure the correct address was connected to my phone number. What if someone in my household was choking and couldn't speak and was calling 911? I'd hate to think of that outcome!! Anyhow, I called Upland Police Dispatch non-emergency number and explained the situation. The dispatcher told me she can check it by having me hang up and call 911. I hung up and called 911 and the same dispatcher answered and told me the new address was connected to the phone number. Problem solved!

911 or non-emergency.....goes to the same place. Remember: City, State, police dispatch phone number.
