NOTES: 1) FL - Mortgages DO NOT require witnesses, DEEDS (QuitClaim, Warranty, etc.) do. 2) Lenders may require witnesses, even though there is no state requirement

You should have the number of witnesses required for the state where the property is, or the number of witnesses requested by the lender or title company, whichever is stricter. The lender is within its rights to require witnesses even if the state does not.
