I believe some good ways for notaries to remember the events of 9/11 are to continue our vigilance that people are presenting authenic ID and think twice about how many chances to give a person to present proper ID; do we really want to let the person try a D. L. with the wrong name (with no reasonable excuse) and then use credible witnesses that we aren't personally aquainted with? Finally, if our state laws about ID seem inadequate to us, we should bring the matter to the attention of our representatives.

Credible witnesses

in CA law there's a little list for using a credible wittness... don't have it in front of me at the moment... but I do remember item #1:

The notary has no reason to suspect fraud.

If they start with a bad ID the whole situation is fishy and item #1 fails.
