You can locate him by requesting the info from Commonwealth of VA., State Director for Notary registration, Betsy Anderson. Her email address is [e-mail address]

I would certainly tell her about any outstanding fees due, not because she can help you in that aspect, but it will be added to those of us who have complained in the past.

Also, his mother is a Notary listed on several web site and she works for him. Good luck.
