Could someone explain why there is a shipping charge to purchase E&O for Ohio at this site.

Because they send your Policy/Insurance Certificate to you

via U.S. Post Office Priority Mail.

Yep. However, if a person calls their order in, free electronic delivery can be requested. That will also be a future feature for our store.
