Ireceived an E mail, for $9.95 I can join them. Is this another bad problem

Could be. The instructions on the sign up page reads:

"Please fill up below given form carefully as our search engine uses the same information to display when someone search for mobile notaries."

And the following annotation on the form itself states: "* indicates Compulsary Feilds"

Doing a search in my area yielded zero (0) results.
