Smudges On My HP Toner Cartridge

I notice a line running down all the pages on the loan docs, so I remove the cartridge, clean the green bar, and it works for about 200 pages or so and then the line comes back. The line gets progressively wider on each page. Any advice?

If it's one that's been refilled...it's on its last legs. If it's new, send it back as defective.

The drum itself is getting worn out. I alos buy replacemnt drums (green roller) from the same outfit that I get my toner from.
