CA Notaries- is there a way to look up land records online?

I found tax records for the county I am interested in, but it doesn't give owners' names. I am interested in Orange County.

You won't get owner's names on the tax records anywhere in California, not online anyway. It's a state law (AB 2238). The reality is that the law only applies to "public officials" --- but since the assessor offices can't manually weed out the public officials from others, it's pretty much common practice state-wide to not publish any owner name or address information on property records.

You can always call or email the county tax office and ask them directly, though. I've done that before with another job. I just emailed the APN information to the office, and they gave me the owner name and address, no problem.
