When I search for Notary on the web site it says:

The Legal Affairs office functions as the legal counsel or adviser to the Governor in his official capacity. The legal office personnel serve as liaison in other areas of the state, i.e., the Notary Section works to educate notaries public around the state with the law affecting them and the changes that occur in the law; the Victims’ Rights Coordinator reviews law enforcement and agency policies pertaining to victims’ rights and issues an annual report detailing each agency’s compliance.
Under his website, click on My Florida, then so a search for Notary Public. The manual is listed there in PDF form

I actually had the whole thing printed and spiral-bound at
my local Kinkos, and I always encourage my students to do the same.

Not the governor's fault
Kurt Browning has been re-appointed Secretary of State, so the entire SOS site is undergoing modification and updating. Of course, the manual will be back as soon as all the SOS pages are re-linked.
Glad I can provide the manual (in a single PDF file) to those who want it.
