If he's a nationwide signing company, doesn't he have

ANY coverage in place right now? Can't he go through his current carrier and just increase his coverage?

Normally Notary E&O Insurance insurance is issued to the Commissioned Notary only, and only for errors, or omissions made by that individual. Not a company. What Fidelity wants is business liability insurance for your friend, his COMPANY and employees. Probably extending to any contracted NSA’s. This type of insurance is widely available, through many companies, and or mulit-line brokers. That said call Pat Turney 847-275-3600 he’s not in CA but is familiar with this business.
