Updating Background Check. Through Notary Rotary?

It's coming on time to update my background check, and I had thought I could do this through Notary Rotary, but I can't find where. Anyone know where I link to, or the best source for background checks?

That is the link provided by Notary Rotary.
If you don't log in with your user name and password to Notary Rotary you get the Welcome page. Scroll down and on the right it has the link for the background checks. Or if you are logged in you can go to Library and then Membership levels and somewhere near the bottom of the page it has the link for the discount for the Background Check

Why am I penalized with additional fees because I live in NY ? Anyone know ? Thanks.
