Question

If you go out on a signing and it's a sunday at that, and you come back fav back all the faxes and monday the signing company say there is a paper missing they want you to go all the way back out there do you do it free or should they pay you ?

It would really depend on how far away the signing was. If the mistake was the signing companies fault, I would definately charge a fee.

Does the paper require an acknowledgement or a jurat, or is it something that can simply be sent to the borrower for their signature/initials and returned?

I would definately not go back for $15.00. At the least I would hit them for mileage plus a service fee. Depending on what you completed the initial signing for would depend on the charge.

I'd imagine most people would never go 38 miles one way for someone else's error for $15. you could schedule a signing in that time and earn whatever your regular fee is.

Their error, they pay. I'll bet they couldn't get another Notary to accept the job for $15.00. If it were me, $25-30 minimum, especially for 38 miles given the price of fuel.
