Eligibility to become a Notary
I am neither a US citizen nor a permanent resident but I have been living in CA legally with visas for 8 years, am I eligible to become a notary?

Contact California's Secretary of State and ask, to be sure. You have to be a legal CA resident to be a notary, so find out if your visas meet that qualification.

You have to be a permanent resident in CA (or citizen ofcourse), so you will not be able to become a notary if you live here on visas

You have to be 18 years of age, able to read, write and understand English, a resident of California, pass a written exam, possess integrity, submit fingerprints. You don't have to be a citizen of California in order to become a notary.

Ca Government Code 8201(a)(1) states:
"Be at the time of appointment a legal resident of this state, except as provided in Section 8203.1."
8203.1 deals with military bases out of the state.

You must be a legal resident of the state; so it appears that since you are not a permanent resident of the state of California, you are not eligible to be commissioned as a Notary Public.

To be a legal resident you would have to have a green card.
You are a legal visitor because you have a visa, but you are not a legal resident.
To be a notary you must be a legal resident of this state.
I was born in Argentina and went through the whole INS process, so I am pretty confident in giving you this information.
