CAN SOMEONE TELL ME WHAT SHOULD BE THE BEST ID TO USE FOR A PERSON WHO DOES NOT HAVE AN REGULARLY ASSEPTABLE ID? THIS PERSON HAS A PASSAPOT BUT IT IS NOT SPAMPED BY INS.

if it is a US passport it will not be stamped by INS, but I am assuming this person is not a US citizen as you are asking this question,

If they do not have acceptable ID, then as you are in CA, you can probably use 2 credible witnesses.
