Notarizing marriage certificates in California

I was asked to notarize a marriage certificate but I'm not sure if I should do this. Could someone please tell me what I should do. Am I allowed to notarized them and if so what do I do?

A marriage certificate is a vital record and you can not notarize it or a copy of it. See page 15 of the CA notary Handbook http://www.ss.ca.gov/business/notary/notary_2005hdbk.pdf
