Official witness..any states have this function?

Maryland notaries can act as an official witness.
The requirements are:

If there is no notarial wording, jurat or acknowledgement, the notary can act as an official witness.
1. check ID
2. observe signing
3. date and seal
4. put commission expiration date.
5. record in journal.

Is this something that other states have?

Not in Florida

Florida notaries are authorized to perform only six duties:

* Administer oaths or affirmations
* Take acknowledgments
* Attest to photocopies of certain documents
* Solemnize marriage
* Verify vehicle identification numbers
* Certify the contents of a safe-deposit box

Notaries are not authorized to perform any other duties than what is listed above. Each of these duties are explained in detail in the Florida Governor's Reference Manual for Notaries.
