Are you talking about a preliminary notice (mechanic's lien?)

It sounds like he wants you to notarize his signature on a Preliminary 20-Day Notice. It could be one that he is sending to the owner, lender and general contractor of a job for which he is a sub-contractor. This puts these players on notice that he is a sub with lien rights to the property until he is paid in full. Or... he may be the GC and wants to affirm that he has paid all of his subcontractors. Talk with him to see what he is trying to accomplish. If he is the GC he is bound by contractor law to pay all of his subs and may need to affirm that he has indeed done so.
