Florida recently enacted legislation creating an "international notary." The IN is limited to authenticating instruments in Florida to be used only outside the US. I've been following this since it was originally considered since I also list properties outside the US. I believe, in my opinion, and in no way practicing law here. that here in California there is no need to enact an international notary law since California authorizes notaries to authenticate documents that will be used outside CA and the US and even allows us to authenticate documents on foriegn forms.

Florida created the civil-law notary (aka international notary) in 2001. Per Florida Statutes, Chapter 118 (which deals with Civil-law Notaries), ' "Civil-law notary" means a person who is a member in good standing of The Florida Bar, who has practiced law for at least 5 years, and who is appointed by the Secretary of State as a civil-law notary.'
