Ohio Mtg Sig Page Question: Witness?

This is after the fact, but I see on a closing I conducted in NY last night on an OH property, there are two "Witness:" signature lines, one for each mortgagor.

Is this necessary for a HELOC -- and can the notary also act as the witness? It is a Citibank deal through ILS.

Witnesses not required in Ohio as of 2002 (thank goodness!).
