PAW!!

Does Hillsborough county require a business license for loan signing?

I don't know. I don't live in Hillsborough County. However, signing agents are not "licensed" to practice their profession and therefore are not regulated. But, you may need to get an "Occupational License" which is similar to a peddler's license for tax purposes in the county. Check with the County Clerk. Be sure you explain exactly what you do as a Signing Agent and not just as a Notary Public. (Notaries do not need or require an Occupational License as they are officers of the state and regulated by the SOS and AG.)
