No. It must have a photograph. Think of it this way -- anyone can present a piece of paper as identification, but who does it really belong to?

You can use the original ID with the temp. Also the expired ID can be used up to 5 years.
Now, if someone answered this message before I did, don't think I am beignn redundant, having computer problems again and it's taking a while to open the threads and to post.

Almost. An expired ID can be used if it was **issued within 5 years**, not expired within the past 5 years.

And like John said, the paper extension cannot be used. If they wait until the last minute and have passed 5 yrs from date of issue, they are out of luck, even with the paper extension - no can do!
