I believe you have to go through the county clerk who goes through the state secretary of state, who goes through the U.S. secretary of state, and they confirm the notarization and attach an apostille and then send it to the foreign government. Not too sure, but I remember reading something along those lines. Call your county clerk.

From the Florida Notary Manual (But, check your manual or call SOS):
A notary public is not responsible for requesting an Apostille...Rather, accordign to the treaty, the person who signed the document or the doc. bearer may request authentication of docs.
Again, check your manual for proper proceedure.

The correct spelling of what you might need is apostille. Pernaps in larger states one must go to the county and then the state, but in Vermont one may go directly to the Secretary of Dtate. Does your client need this for a document that you notarized under an earlier name?
The client can go to the appropriate government official, or send it, and the apostille can be issued if the name and signature of the notary on the document agrees with the commission that was on file at the time the notarization was done. No action on your part should be necessary now. For the information frome one state, see http://vermont-archives.org/notary/authentication.html
