Duplicate copies of closing instructions

Does anyone know why there are usually duplicate copies of the closing instructions? Typically Chase and Ameriquest docs.

Title/escrow keep one and send the other to lender. Almost all the packages I've done have 2 CI, not just Chase & Ameriquest.
