Notarizing ID form - when there is no signature
Had another clsoing where the ID verification form asks for all the info and has a section at the bottom stating
" I have verified the above information.. and certify..." Then a place for signature and seal.
When will they every learn that, in general, one notarizes signatures. I sign and date it but don't seal it.

Just draw a line and have the borrower sign the ID verification form.

I wouldn't draw a line. If they want the borrower to sign it, it's their responsiblity to make it clear it's to be signed. I would just complete the form and not notarize it.

I HAVE DONE SEVERAL HUNDRED CLOSINGS AND NEVER FILL OUT THE ID VERIFCATION FORM. WHEN I CALL TO CONFIRM MY APPOINTMENTS WITH THE BORROWERS I INFORM THEM THAT I NEED A PHOTO COPY OF THEIR DRIVERS LICENSE OR ID (WHICH ABOUT 75% OF MY CLOSINGS REQUIRE ANYWAYS) AND ATTACH IT TO THE ID VERIFCATION FORM IT TAKES 2 SECONDS AND SAVES ME THE HASSLE AND HAVE NEVER HAD A PROBLEM DOING IT THAT WAY MOST FORMS ACTULLY SAY FILL OUT OR SEND COPIES OF ID'S.

I'm your neighbor to the north in PA and I can certify. I fill these out, sign & stamp - no signature required other than mine!
