If a couple has a marriage license from a different county then you...can you still marry the people?

Depends. If you're in Arkansas, the more relevant question is whether they will still be brother and sister if the marriage is invalid.

Depends on whether you're in a state that allows Notaries to officiate weddings. 
My Sister-In-Law attended a wedding held in GA about a year ago, the bride told her that when they applied for their marriage license, there was a box on the application asking how were the bride and groom related, which they left blank. When the clerk asked them, they said they weren't related at all (until they actually got married).

In NH yes (if you are a JP ) but I don't have a clue where you are from or your states laws. Check with a local governm,ent body that issues licenses.

Got a call on Friday to do a signing on Monday. I told the SS that I would call right away to set an appt. She said "oh no, don't call now, he's just come home from a trip. He's a big mucky mucky and owns a corp. yatty, yatty, yatty.
Well being I have a life to live (yes it can be soap operaish)I didn't call him til 8:45 pm on Sunday night. After identifying that I was talking w/the borrower I introduced myself and told him the reason for my call. His reply was..you are calling on a Sunday at 9:00pm to discuss business? I replied, yes I generally make my calls before 9:00pm, blah, blah, blah, hello? hello? Are you there?
The jerk hung up on me!! Called him again this am 10:30 and he is not in, I called the SS they said, well just play it by ear...yeah like I want to sit and wait 'til the borrower is good and ready....I do have a life ya know!
Comments please...I can take it!

I'd leave one voice message for this guy and not worry about it. If he didn't call back, I'd call the SS on Tuesday and tell them that you've called him twice, he won't respond, and see what they say. One thing I wouldn't be doing is calling him a bunch of times. Let the SS track him down if he's gonna be a jerk.

as long as they are in your county you can still marry them. Food for thought. I have started a small wedding ceremony, where I invite a few family, friends, to my house, and then give a small reception with pictures. They will pay extra for this service.

In VA you can marry anywhere in the state if you are licensed anywhere in the state. Counties don't matter once you are licensed. The license is good state wide.

In Florida, you can marry anyone from any county in the State of Florida.
