FYI -This is the response I got from the CA SOS about the gentleman who requested a notary seal on the outside of a closed/sealed envelope.
"A California notary public may notarize a signature on a document. The client may wish to make a signed, sworn statement on the envelope, and have you notarize his signature directly on the envelope."

You'd need to fit the correct notarial wording for a Jurat on there, but I don't see how this resolves his original intent which was for a seal that would also provide evidence the envelope hadn't been opened after it was sealed. If you took Hugh's "postage stamp over the flap" idea and expanded it a little, could you glue a Jurat over the back of the envelope (covering all or most of the flap) and notarize that? ( FYI, If you want to go that route, don't use "stick glue" -- it's pretty easy to unseal that type of glue.)

Couldn't the customer write his statement and you place your signature and seal directly on the envelope over the flap? I thought this was what the SOS meant.

Actually do what my school did when they gave me my sealed transcripts. Do that jurat idead, and then put scotch tape over the flap and envelope. Removing the tape will remove some of the marking, maybe some of the paper. Just make sure you don't use that wimpy tape that can easily come off.
