Chase HELOC

I had this chase heloc closing. When I received the package there was an "extra" acknowledgment to be notarized with not document to be attached to.
Of course I called and I said "no can't do". their response: some notaries do it to save them an extra trip to the borrower's in case something was not done right by them
I said I prefer to waste my time and gas and go get their signatures again, of course, if it is my fault.
Why would they ask for that if they know it is against the notary law?
