Work Orders tab

This question pertains to the Work Orders tab. I have read the past post on the Work Orders tab but it did not address my question

Is there a tutorial on how to use the Document Management System (DMS). If not can you tell me what the File Doc button is used for, the link takes me to a page with a comment box that says “Shared Comments (optional)” who are the shared comments shared with? IT also says “Are you sure you want to mark document [document #] on file?” What does this mean?
