Notarizing a temporary license?

I got an unusual request this morning to notarize a temporary license that was issued in NY because the original was stolen. I work with this person here in CA as he is relocating here. Has everyone ever notarized a temp license before? Can I do this for an out of state license?

What exactly would you be notarizing? You can not make the license a certified copy as noted below...

"California statute specifies that a notary public may only certify copies of powers of
attorney under Probate Code section 4307, and copies of his or her notary public journal.
(Government Code sections 8205(a)(4) and 8205(b)(1))"

Why does he think he needs his license notarized? Is there a notarial certificate on this temporary license?

You can't certify the copy.

But you could notarize a statement that he made under oath saying something about the license.

We can't help people fill out forms so he would have to come up with the wording.

Poor guy - what a pain.
