I don't know about other states
But in California it is not legal fo you to provide one by virtue of the below listed Governt Code. It would be helpful if you would put your state in your moniker
Sample of notary seal (voided)
A NOTARY PUBLIC SHALL NOT USE THE OFFICIAL SEAL OR THE TITLE NOTARY PUBLIC FOR ANY PURPOSE OTHER THAN THE RENDERING OF NOTARIAL SERVICE. (Government Code Section 8207)

They can ask. Depending on your state law it may not be legal for you to comply. It is not legal in CA. You will get better answers if you post with a name and show your state.

Depends on your interpretation. My understanding is that you cannot just stamp something, but Virginia doesn't even require a stamp. What I do when they ask is I put an 'X' over it and write "SAMPLE ONLY NOT FOR NOTARIZATION" over it.

I do the same thing Stephen does by putting an 'x' over it. However I just write "void".
I looked this up for my state (MA) four curiosity purposes, and haven't found anything saying it would be considered illegal for MA notaries. If anyone sees different let me know.

Sure it is legal to ask! I think the question you really had in mind is whether it is legal to provide a copy of your notary stamp. And as a generalization I think the answer to that question is no.

In Ca it is illegal to request a notary to violate the law, so in Ca, yes it would be illegal to ask for a copy of the stamp.

It makes me wonder if the reason CAL SS ask for a copy when they should know it is illegal, is to see if a person will do anything else illegal, like backdating!!!

In some places, the land records are essentially photocopies of the documents that were recorded, including notary stamps. Anyone who pays the appropriate fee can get a copy, including a signing service. However, in my town in Vermont, notaries do not have to have seals, and I have not yet seen any seals in the land records. (Not that I've looked very hard.)
