Contracts

I was filling out an Independant Contract today and I came across this sentance in it:

Make sure your stamp is not over your seal.

This really makes me think what incident provoked this statement to be added to a contract? I have my ideas but what I'm thinking is to silly to even think that such a large number of notaries have done this that it warrants being added to the contract.
