Notarizing Affidavit of Support

Am I venturing in the wrong place if I notarize an Aff. of Support? A neighbor has asked me to notarize this in support of her brother coming to U.S from another country. Should this be performed by an Immigrations Officer? BTW I am in California. TIA

This is the law:
Certain immigration documents may be notarized such as the Affidavit of Support.

I have done several of these. Just make sure the person has filled in all the blanks, and then notarize as usual, the notary certificate is on the form. (If they haven't filled in all the blanks, just direct them to do so, but do not help them answer the questions)
