Question - Closing Agent or Notary?

I have a HELOC (Chase Bank) which has multiple instructions to the "Notary." In the package ther are "HELOC Settlement Instructions" which I am confused about. I am quite new and have not seen this. It is directed to the "Closing Agent." A billion docs that need to be collected at "closing" and conditions instructions for the "Closing Agent" to, among other things, "...deliver the DOT to the appropriate courthouse..." Please tell me I don't have to do this. When I took my training to become certified as a signing agent, we were told that we were not "closing agents." Please advise.

Those are the instructions to the title company, things they have to collect etc before the loan can fund.
