Can a Notary administer the Oath of Office for another notary?

Only if the notary works in public records I believe.

If you can not go directly to the County Clerk's Office to take and subscribe your oath, you may use a notaru within that county. But, you will need to insure enough time for certified mailing to the County Clerk. You will need to take the "Oath of Office form to the Notary Public, take your oath and subscribe yourname on that form in front of the Notary who will notarize your oath. You will be responsible for insuring that it is sent to the County Clerk by certified mail. I hope this helps.
