State laws that effect the Loan Document Signer (Long)

I have saved a list of states that have laws that effect the SA in one way or the other. Because I have kept this list over a number of years some of the info may be outdated. I was hoping that the notaries in the various states could verify or correct my notes...
Attorney -only state
AL, SC, DE, MA, VT, GA, WV, NY, ND, SD
Lawyer's presence customary but borrower may waive.
CT (except purchases, where an attorney’s presence is mandatory)
Must be licensed as an independent escrowee
IL
Must be licensed as a title insurance producer
MD, VA
Notaries may only charge fees expressly authorized by law.
NC
Certain loans can't be closed in homes, but must be closed in title offices.
TX

Hi- You can add Utah to the Title Producer list. New law this year-2005
