sex offender revisited
I did a search when my son bought a HUD foreclosure, and the area was clean. 10 months later there's an article regarding a repeat sex offender arrested on his same street. Did a land record search hoping the guy was a renter, but no . . . he owned the home RIGHT ACROSS THE STREET. I could not believe it. I took the matter to the DA and he looked into it and told me that the guy's priors were in the early '80, and Megan's Law didn't take affect until something like the mid '80's (I knew the dates once, but forgot) and there no provision to go back and sweep these others into the system. He said he would put the guy away and he did, he's in jail for 3 yrs. My son will likely upgrade by then.

Years ago, I worked with a girl who preferred charges against a guy that had exposed himself to her. They went to court, he got probation. From the court case he got her address and bought the house next door to her. He was so terrible to her, but always kept within the law, she finally had to sell her house at a loss. The law doesn't always support the innocent.
