That's more BS.
If a company gives a SS a signing to fill, they are paying $xxx to the SS. They don't care how SS spends the $xxx as long as they get the signing done.

$40? The borrower better be my next door neighbor or live in my neighborhood . Isn't the SS person calling us and offering less just a rep working for the SS? I assumed when they said "we can't meet your fee", in essence, they were saying, "My Boss won't let me pay you that much", not the TC. I do enough direct TC work that the standard SS fee to TC is usually about $250. Tho, I work for some SS that pay as well as the TC. Free Enterprise at it's finest, folks.

I concur, "My CLIENT only allows $xxx" is the biggest bunch of cow dung I ever heard. You are willing to pay me $40 but my fee is $xx, that puts you in the hole $xx.

I want to know if that was a question or am I reading it wrong?
I once got a SA application with numerous misspellings and so much incorrect grammer, I had to read most everything twice to understand it. After some consideration, I filed it in FILE 13. I email them back, politely declined and encouraged them to review their package for errors so that the image they intend to portray would appear more proffessional.

You misspelled "grammar" and "professional". Normally I wouldn't point this out to you, but in the context of this post I thought it was appropriate.
And yes, the original post was very poorly written. "Our client only allows us to pay $40" is apparently what he was told by a signing service, and the "sucks to be you" is his response to that statement.
