Since I'm an electronics engineer, I am interested in this sort of thing. The main impression I got from looking at the information on the NC SOS site is this really just authorizes the rule-making process to start. All the nitty-gritty details have been left to the rules that the NC SOS will eventually adopt.
I also noticed a provision that the notary's electronic signature, combined with certain information such as the notary's commission expriation date, satisfy the requirement of a seal, and there is no need for anything that looks to the eye like a seal.
As for just scanning your signature and stamp, I can't hope to answer that until your SOS makes the rules, but it would seem to me to be a bad idea.
I also noticed that a notary who wants to do electronic notarizations must register as an "electronic notary public", take an additional class, and pay an additional fee. I wonder if the new law prohibits electronic notarization until the new rules and classes are in place, or if you can continue to do electronic notarizations from now until the new process is established.
