Does anyone in No. Calif. (San Joaquin Co.) notarize or can help fill out immigration papers?

I don't believe California notaries can "help fill out immigration papers" without it being considered as the unlicensed practice of law (UPL). If you are a California notary you should know that. You should be able to find lots of Notaries in the phone book or online in your area to do any notarization you need.
