If you tell them you have no openings or in some other way express to them that you are busy and not available (even though you may not be), you should ask yourself, well might they well call me again next month? Conceivably. And then will you have to use the same excuse again?
And if you indicate "heh, I am not sure I am interested as you all seem to have a bad reputation as far as payment goes", that gives them the opportunity to try to put the situation in context (if they can). Maybe they had problems in their accounting department. Who knows? But at least you will establish some sort of basis for a substantive discussion (hopefully).
I have done several (two) singings for a certain company (a title company no less). I understood after the fact that they were having some problems. Getting paid for the first one took forever, but I did get paid. I just today called about the second one (it has been about forty-five days). I was very pleasant. Do I expect to get paid? Yes, I do. And hopefully they will send me more work in the future.
