Just curious

Was doing a search on notaries by zip code, and I noticed that some of the nonpremium members' names appear on the little map that appears. They are not particularly close to the input zip code and, as said, they are not premium members.

Does anyone know what causes a name to appear on the map in this "Find a Notary" search feature?
