Question for WA notaries

I have a request to notarize a document that is written in foreign language (my native language). I can't seem to find anything in regard to notarizing a foreign certificate from the DOL site. The Oregon notary manual does states that I can notarize a foreign document if I can read & write the language. The document will be sent back to my home country which I know will need an apostile certificate.

Anyone know or have any idea if WA has the same rule as Oregon or what?

It is my understanding that so long as you speak and understand the text of the document and can verify the credability of the signer, you should be fine. Funny enough, I recently had a Japanese borrower (while I do not speak Japanese) produce his Japanese drivers license and documents in Japanese for witnessing. However, these documents were redrawn in English and he was able to produce a passport in English and an International Driver's Lic.
