Certifying a copy of a passport in Pennsylvania

I recently certified a copy of a passport. I copied the pages and attached a certificate with the proper wording and stamp. My client just called me and let me know the copy was rejected because the notary stamp was not directly on the copies. I have done two of these before with no problems...unless the client did not call me back. Does anyone have any experience with this?

I think your end recipient was probably wrong. As long as your certificate stated something along the lines of "I certify the ATTACHED copy ..." that should have been sufficient. If you want to redo it for them, one way might be to copy the passport onto legal paper and type your certificate at the bottom.
