I use Maxemail. $17.85 for 3 months will get you a number local to you. I've had it for a few years and have no problems or complaints. You can send/receive files in .tif or .pdf format.

Maxemail is now $24.00/quarter
I use Callwave. Someone from here suggested it a while ago. I gave it a try and I just love it! I have a local fax number. I can receive faxes and when a fax comes through it pops up on the computer in PDF format. $7.95 per month.

Re: Maxemail is now $19.95 month.
And $69.00 annually. I guess it went up. I am on autobilling. However, I just went on www.maxemail.com and saw the rates I just quotes. Sorry for the earlier error.

I use K7.net...
It's free, but I don't send with it, only receive.

Does Call wave allow you to send faxes it out? I was unclear on that one.
THanks for all the suggestions folks!
