a joke. Here are a few press releases. Notaries and Global Officials Come Together at National Notary Association's Annual Conference in the Nation's Capital

Foreign Certification is a process of attaching a special certificates (on the state and federal level) to another document being certified. The Foreign Certificates make the certifiable document valid in all countries that are not members of the 1961 Hague Convention. Foreign Certificates cannot exist as separate documents; they are valid only together with the document to which they are attached. In most cases Consular legalization is requires as the final step of authentication the document
Speaker Christophe Bernasconi, First Secretary of the Hague Conference on Private International Law (HCCH), underscored that the Notary's role has truly become international, and Notaries around the world

This is the NNA convention - it's NOT the "International Notary Assn." I see no reference to "International Notary Assn"
The reference I see to international is that the "...notary's role has truly become international..."
What I believe they are refering to here is that documents notarized for foreign countries need to have the documented authenticated (verifying notary's information and commission) and then have an Apostille attached to it by the SOS (for members of the Hague Convention) OR sent to the Consular for "Foreign Certification".

Thank you Paw- I looked up "pita" - I know there's pita bread and the plant, LMAO.. did not know it was an acronym... whew...
I don't come on here often, but sometimes the acronyms to slay me LOL.
