Back in November you replied to a post about debt collection strategies and mentioned how you note who the underwriter is. To what advantage does this knowledge have? I recently contacted the underwriter for a title company that is giving me problems and they said they could not force them to pay but will see what they can do. It did not sound very promising.
You also mentioned about contacting the Dept of Financial Institutions. Does each state have their own? The title company is located in FL and I am having trouble searching on the web for a location there.

NC, that wouldn't be Accurate Signups, would it? They/she owes me too. Keeps saying she'll pay and that she ALWAYS payes 'her' Notaries, but that check never comes.

Give the underwriting title company a chance to request payment on your behalf. Not sure what state agancy handles Title Companies in your state in IL it is the Dept of Financial Institutions now part of ILDFPR. You might also consider filing a RESPA complaint with HUD. You provided a settlement service but the title company refuses to pay you. Most title companies will not want RESPA enforcement crawling up their rear. May not get you paid but will most certainly ne very uncomfortable for the title company!

How do you get in touch with RESPA enforcement?
They never put me on the settlement statement to begin with; would RESPA enforcement even help?
