e-doc capabilities

I was looking at profiles at 123notary. The people say they have DSL and laser printers. But under e-doc capabilities they have a No. I don't understand. If you have DSL and a laser printer, don't you have e-doc capabilities? What else would they need?

The site manager just made some new changes and sent out msgs to members that they need to go set the 'yes/no switch'
