need some advice

Im 24 yrs old and my mom is in a situation that is forcing her to give my 14 year old sister to me to come and live in utah. We don't know how to go about getting paper work on that without me having to go to colorado..

What kind of paperwork?
I would have your Mom call a local (Colorado) attorney and she what she needs to do.
