Have a question

What does it mean when only one borrower is named on DOT and there are 2 borrowers on the note and all other documents

This sounds like a signing service test question.

This exact same question has been asked so many times before that I have to wonder if it's because the NNA is teaching prospective Notary's even less as time goes by (that wouldn't be a surprise to me).

If the NNA goal is to hold as many classes as possible everywhere it can, then at some point it's logical to assume that the quality of the instruction will decrease as it's likely there is only a finite number of qualified instructors to "teach" the newbies.

Unfortunately the result is that even more under-educated newbies will be produced who do not understand the basic functions and responsibilities of a Notary Public, let alone being a qualified NSA.

It could mean a couple of different things.
