Subscribing Witness
I was asked to notarize and POA for someone whose sister is blind. Can I use a subscribing witness for this? TIA

You could if you know the witness and if not, a mutually known third party.

You can use a Credible Witness..... Two individuals that know the signer personally. Make sure you get all of the pertinent information that you need.

The only reason I could think of that you may need subsribing is if the signer was unable to sign anything but a mark. If she can sign her name, and many blind people can, treat her as you would any client.
Remember that in CA you are not responsible for the content of the document (other than there are no blank spaces that can be filled in later). You just need to be able to communicate with the signer. Because she is blind should be of no concern as long as she can swear/affirm or acknowledge signing the document.

TD - Blind only is not a reason to use Subsc Wits
I've signed a few blind individuals -- if you're confident they aware, know what they are signing and want to sign it, use a "straight-edge" to help them help themselves for their signature line.
